Ingredients:
3 Tbsp butter or oil of choice
3 Tbsp flour of choice
1/4 tsp salt
1 1/4 cup liquid of choice
(good choices include milk or broth of choice)
Instructions:
  1. Melt butter or oil in a saucepan.
  2. Stir in flour and seasonings.  Cook over medium heat until bubbly.
  3. Add liquid slowly, stirring with a wire whisk to prevent lumps.  Cook until thick.

I do not recommend this recipe with whole wheat flour. I've tried it and it did not taste good. If you need cream of... soup for a recipe, I think it is worth using white flour.
